Why for Hg2Cl2 it is mercury(I) chloride, not mercury(II) chloride

what chart is it that you want us to copy down?

If mercury has an oxid # of 2 that means for every mercury atom there are 2 chlorine atoms since chlorine has only one possible oxidation number so the ratio will always be 2:1. If mercury has an oxidation number of 1 then it is in a 1:1 ratio with chlorine which is the case shown.

You need to copy the Table of Polyatomic Ions - see p. 98
